Fiona Duguid, President
Fiona Duguid, PhD built a house in Chelsea in 2004 and has embraced life in the region with her family ever since. She is a researcher and university educator focussing on co-operatives, the social economy, sustainability, and community economic development. She is passionate about community engagement and participatory democracy, and brings these passions to her work and volunteer activities. She has been a Fondation Chelsea Foundation board member since 2017.

Rick Traer, Vice-President
A resident of Chelsea since 1995 with an extensive background in Canadian and international sport, Rick served as CEO of Sport Tourism Canada from its inception until his retirement in 2021. A graduate of the University of Ottawa with a Master’s degree in Sport Administration, Rick served as Executive Director of Basketball Canada from 1989-97. He served two terms as President of FIBA Americas (2000-2006), the governing body for basketball in the Americas based in San Juan, Puerto Rico. He also served as Vice President of the Association of Pan American Sport Confederations from 2003-2007, as a member of the Canadian Olympic Committee from 1993-97 and as VP of the International Association of Event Hosts from 2017-2021.

Gilles Montsion, Secretary
Gilles built his home in Chelsea in 1990. He is a former director of Information Technology Systems Development Services at the House of Commons (HoC) of Canada. After 10 years at the HoC, he retired in 2019. From 1990 to 2008 he held various roles, manager, senior manager and director at Nortel delivering telecommunication infrastructure and software. From 1985 to 1989 he developed software at Bell Northern Research. He graduated from the University of Ottawa in 1985. He was involved in Soccer Chelsea from 1998 to 2019 as a coach and board member. He is currently enjoying his retirement with family and friends, camping, traveling, kayaking, hiking and cross-country skiing. He joined the Chelsea Foundation board in 2022.

Lucie Labelle, Director
Her expertise lies in the fields of advertising, sponsorships, promotion, and special events. Lucie worked for 25 years at the local French-language Bell Media radio stations before opening her advertising agency, Cocktail Communications, in 2008. She was part of the Ottawa 2017 organization for the Celebrations of the 150th Anniversary of Canada’s Confederation and the mega concert “Deux rives, une seule musique” as part of the 400th anniversary of Champlain’s passage in Outaouais, which was broadcast nationwide by Ici Radio-Canada. She also created and leads the Camp des métiers Construction Tour, an opportunity for people to get free initiation into a construction trade.

John Wins-Purdy, Director
Passionate competitive tennis player/coach, skier, and whitewater canoe tripper, John is the former Tennis Director of Rideau Sports Centre in Ottawa, now transitioning to a new career in the Canadian Foreign Service with Global Affairs. He wishes to continue the legacy of past and current Chelsea Foundation Board members of helping to build one of the best communities in Canada. Favourite pastimes include gardening, skipping rocks, and jumping in muddy puddles with his two young kids.

Kirby (Christine) Kirvan
A Chelsea resident since 2019 and a board member since 2023, she and her family have embraced the vibrant community life that drew them to the area. With over 16 years of experience working for a national not-for-profit healthcare organization, she brings expertise in quality improvement, governance, change management, and financial granting.
Passionate about building connections and strengthening her community, Kirby actively supports initiatives that make Chelsea an even better place to live, work, and play. She serves as a board member for Soccer Des Collines and co-captains the semi-competitive Cascades women's dragon boat team. Previously, she volunteered with the Chelsea Elementary Home & School Association and contributed to ACRES' land purchase efforts in Chelsea.
In her free time, she enjoys staying active with her family and friends through dragon boating, mountain biking, skiing, and soccer. Her family also fosters cats through the TNR LaPeche program.
